STATE WISE STATUS: OPEN STATE VS CLOSE STATE
State Policy in MBBS Admissions (Exceptions are also there!)
When it comes to MBBS admissions, different states have different policies. Here we will understand the state policies for government medical colleges, private medical colleges, and deemed universities.
Government Medical Colleges:
Open State Policy (For All): Some states allow students to apply for seats in their government medical colleges from all over India.
Closed State Policy (Only For That State): Most states reserve seats in their government medical colleges only for students who are “domiciled” in that state.
Example: Maharashtra is an open state. This means that students from all over India can apply for seats in Maharashtra’s government medical colleges.
Private Medical Colleges:
Private medical colleges also have different regulations based on the state’s policy.
Open State Policy (For All): In open states, private colleges can admit students from all over India.
Closed State Policy (For Their State + Management Quota): In closed states, private colleges mostly admit students who are residents of that state, but they generally also have a “management quota” through which they can admit students from other states.
Example: Karnataka is a closed state. In Karnataka, most seats in private medical colleges are for students from Karnataka, but some seats may also be available for students from other states under the management quota.
Deemed Universities:
Deemed universities do not have separate state policies. Deemed universities follow an open policy and admit students from different states.
There are some Exceptions as well:
Some closed states have allowed residents of neighboring states to apply for admission to their government medical colleges. Some deemed universities and private medical colleges also follow an open state policy for their seats.
Most states in India have an open or closed state policy for their government medical colleges, but there are some exceptions. For example:
Neighborhood State: Andhra Pradesh: Andhra Pradesh, a closed state, allows students from Telangana (a neighboring state) to compete for a limited number of seats in its government medical colleges.
All India Quota Seats (Open and Close States):
15% All India Quota: 15% of government MBBS seats are reserved under the All India Quota. This quota allows students to compete for these seats in any government medical college in India, regardless of whether the state has an open or closed policy.
Example: Rahul is a resident of Rajasthan. Rajasthan is a closed state, but Rahul scores well in NEET UG. He can compete for an All India Quota seat at Maulana Azad Medical College in Delhi. The open or closed state policy of the college or state does not affect the All India Quota.
State Discretion and Special Cases (Open and Close States):
Some states may allow students from other states who belong to specific categories (such as children of defence personnel) to compete for a limited number of seats in their government medical colleges, even if the state follows a closed state policy.
Example: Meenakshi is a resident of Tamil Nadu. Tamil Nadu is a closed state, but it offers some seats to students whose parents work in the central government. Meenakshi’s mother is a central government officer. For this reason, Meenakshi can compete for these special quota seats in Tamil Nadu’s government medical colleges.
