The Vidya Prasarak Mandal (VPM) Trust, which was founded in 1935, founded VPM TMC Law College in 1972 to fill a significant void in Thane's legal education system. The college made professional legal training available locally, although initially, students had to travel to Mumbai for advanced education. Since 1974, it has been associated with the University of Mumbai (formerly Pune University) and is named after the Thane Municipal Council (TMC) for its donation of ₹2 lakh. In accordance with a Supreme Court order, it has been a grant-aided institution since 1999 and is accredited by the Bar Council of India (BCI) and NAAC ("C+" in 2004).
